Why are ethics different for doctors and medical establishments?

In this video, Dr. K K Aggarwal, Padma Shri Awardee, Editor-in-chief IJCP Publications, talk about ethics which are different for doctors and medical establishments. The medical establishments and doctors have different ethics. For example, doctors can’t advertise bit medical establishments can. Doctors are not allowed to give cuts/commission but establishments are doing so. Dr. Aggarwal further states that there should be a uniform code of ethics or non-doctors should not mange or control doctors.
